I've wanted to help a few people on this forum with my technical knowledge since I'm a web developer and have been studying bitcoin for some time now, but I dont know what I have to do to no longer be considered a 'newbie'...

you need to make 10 posts at newbie section. Try to help some1 here. As you'll get 10 posts you'll be able to post elcewhere

No you don't. You can post everywhere now and the previous restrictions were only 1 posts and a four hour wait.
