How to get informed whenever a bounty program or campaign starts in Bitcointalk?
Kindly suggest me that will be very helpful to me and as well as new bounty hunters.

You can find new bounties from Bounties (Altcoins) section. The bounty manager will inform the start date on bitcointalk thread or thread start date equal to bounty start date.

For your purpose it would be useful to sort topics by the date of each topic opened, for which you only need to add ";sort=first_post;desc" at the end of URL.  Below are examples:

Bounties (Altcoins)
https://bitcointalk.org/index.php?board=238.0;sort=first_post;desc
Services
https://bitcointalk.org/index.php?board=52.0;sort=first_post;desc

Nobody are going to PM you or send you any information on the introduction of new bounty campaigns or signature campaigns. There are some announcements being made by users in Mitchell's thread here --> https://bitcointalk.org/index.php?topic=615953.820 but you have to constantly go back to that thread to see if something was added.

This kind of information are not simply going to fall from the air, you will have to put some effort in to get something back. There are also a lot of competition to get into these campaigns, so most people will keep it quite.  Grin

How to get informed whenever a bounty program or campaign starts in Bitcointalk?

noone is going to inform you, unless you joined a bounty portal or telegram group
but you can try search it on your own by clicking on the search menu bar, and do forum search with these parameters:
- Search for "bounty airdrop", choose Match any words on the drop down menu
- check the Option Search in topic subjects only
- set the Message age between 0 - 1 day, or whatever days you want to check
- set Search order to Most recent topics first
- uncheck the Check all and click on the plus sign, then scroll down a bit to find and put a check on subforum Bounties (Altcoins)
this should give you the latest opening bounties according to message age you set

Aside what others have usggested you can look through campaigns and then simply notice who are big and trustworthy campaign managers, such as yahoo62278, Hhampuz, Lauda, needmoney, deadley and any other and simply follow what and when do they post (for this go to their profile and click : "Show the last topics started by this person.").

If you don't want to do this manually you can always go for and create some web crawler that will check for new posts for you and that will notify you. Although this is advanced and only if you know how to make these kind of bots, but you don't have to have them.

If you want to get a new update about a bounty, then use notify feature on section board that I give the green mark on the picture.

This information is very helpful for the newbie especially for me, I have read enough other threads very informative but information like this I have not had time to read it, I am very lucky can read it now, I am very grateful for the information....

The Overview of BCT Signature Campaigns will keep them informed for sure, but this is not ideal for people who wants to be first in line with the applications as the Table is not updated instantly, someone needs to inform/post the campaign in the thread for Mitchell or Fatanut to see. The best even though its hard is waiting for a new thread to pop out in the "Services" Section under the marketplace or the "Bounties (Altcoins)" Section under the Marketplace of Alternate Cryptocurrencies, looking out while constantly refreshing the pages will give you a hit, keep in mind that there are more Bounty Campaigns being posted compared to Bitcoin Signature Campaigns.
