Hi, purchased asus b250 board for my rx cards but I cannot unlock the core voltage on msi afterburner app. I changed the primary graphics display to PCIE and unlock the core voltage setting on the msi afterburner app but still the core voltage is unlock. This is a problem with b250 nowadays, is there a solution on this? Thanks in advance

Try this https://rog.asus.com/forum/showthread.php?81916-GUIDE-to-enable-quot-voltage-control-quot-in-MSI-Afterburner#
It works for me.

Try to reset CMOS and make sure to re-setting your bios with proper setup.

Try to reset CMOS and make sure to re-setting your bios with proper setup.

+1 Perhaps you may want to use the built-in display instead.

Igpu should be primary.

Open afterburner.  Make sure voltage control 3rd party enabled.  Close afterburner.

Disable igpu in windows device manager.  Reopen afterburner.  Reenable igpu in windows device manager.

For AMD cards, even if you get afterburner to work, i would highly recommend using other tools like OverdriveNtool because it's much lighter on CPU process and at the same time is faster to load and configure. You can even include it in your startup .bat files.

You should be able to find a lot of comments about overdriventool here on the forums. It's widely used.
Here is a link to a download: https://forums.guru3d.com/threads/overdriventool-tool-for-amd-gpus.416116/

Try to start your mainboard with one gpu card only, install and configure everything you need, like updates, drivers, software and overclock your card..  Then try to add one more gpu card and more and more.. But try to do it one by one..
This should helps you to localize the source of the black screen.
