Depends for what period you are buying that coin,if you are looking for a long term hodl if you chose the correct altcoin market situation doesnt really matter.Buying coins short term in bear period isnt really smart tbh because risk/reward ratio aint worth it

i do go on my favorite exchange and check the daily trading volume and try to make money on the first three coins that has the highest volume. the right time to buy is when the coin is in the rock bottom, from there, you will make profit.
