AMD catalyst showing powertune at 20% even after setting to '0' at cgminer.conf

I set the gpu powertune to 0 at cgminer.conf before it was -20.Even after setting to 0 AMD catalyst is showing 20%.Why is that?What should I do set it back to -20%?
