simple rule: Don't buy ICOs.
Many of the ICOs turned into cheating, just bought if you did an in-depth search, trusted the developer team and found the idea to be of benefit to the community.
Also, remember it's the worst way to make a profit on the fast track.

I think you need an exchange site that offers fiat to crypto you can try gemini, bittrex, bitfinex, etc.
again be careful on those sites so many fake and phishing site exist now be sure you are on the real one, you need to be careful because you're entering

First make your BTC or ETH wallet (Myetherwallet). Once you have a Bitcoin/ETH wallet, you use a traditional payment method such as credit card, bank transfer (ACH), or debit card to buy Bitcoins on a Bitcoin exchange (example: Coinbase). The Bitcoins are then transferred to your wallet.

If your country supports coinbase then it is the best option for you. Else CEX.io, Coinmama, Indacoin are few where you can but through creditcard.
Its my suggestion, always prefer local exchanges to buy cryptos.
