I even think you can find people on the forum who sell cryptocurrencies. Next, then there are exchange sites like localbitcoins. But always pay attention to the seller's rating.

You can buy in this forum in the Marketplace board "https://bitcointalk.org/index.php?board=51.0"  . Be sure to use  reputable escrow service if you are using this forum for buying.

simple rule: Don't buy ICOs.
Many of the ICOs turned into cheating, just bought if you did an in-depth search, trusted the developer team and found the idea to be of benefit to the community.
Also, remember it's the worst way to make a profit on the fast track.

There are so many bitcoin to fiat exchange sites. I can share you some trusted sites with my experience. Coinbase, Cex and Localbitcoins (Please deal with only high rated people) are good sites to buy bitcoin.

I think you need an exchange site that offers fiat to crypto you can try gemini, bittrex, bitfinex, etc.
again be careful on those sites so many fake and phishing site exist now be sure you are on the real one, you need to be careful because you're entering
your credit card details or bank accounts whatsoever.

First make your BTC or ETH wallet (Myetherwallet). Once you have a Bitcoin/ETH wallet, you use a traditional payment method such as credit card, bank transfer (ACH), or debit card to buy Bitcoins on a Bitcoin exchange (example: Coinbase). The Bitcoins are then transferred to your wallet.

If your country supports coinbase then it is the best option for you. Else CEX.io, Coinmama, Indacoin are few where you can but through creditcard.
Its my suggestion, always prefer local exchanges to buy cryptos.

You can also include binance exchange as they are one of very few which has the lowest exchange fee for the buy and sell. So for traders it is the best exchange and also in short time it has risen very well and has huge number of customer base as well.

It depends on multiple aspects including your location and your preferred payment system. I would suggest you try localbitcoins where you can find the sellers of Bitcoin and you can trade through their automated escrow system. Then you can use those Bitcoins to buy Ethereum from any other reputed exchange or even through platforms like Coinswitch. Make sure that you are dealing with the reputed individual or the exchange platform.

For a beginner, the easiest way is to buy btc/eth using a bank card.
https://cryptonex.org offers such option - you can pay in any currency; exchange for USD or EUR is made at your bank rate.
I personally use it and can say that it is reliable, fast, and the prices are tolerable.

I recommend going to coinbase to buy. But by the time of 2018 you should not invest in ico because most of ico is scam

You can also use Coinbase Pro (formerly gdax) to get your btc or eth.  It has much lower fees than Coinbase.  They are the same company.
