paying someone to write a screenplay

The film is about a teenager and his friends getting into lots of bizarre criminal situations. I have descriptions of the key events. I just need someone to tie it all together and flesh it out with dialog. I need it to be written using "Final Draft", preferably version 8.

do you need any kind of reference like past works?

I'm willing to negotiate on the price. It needs to be 100 pages. References would be nice but either way I need to see some kind of sample of a few pages before any agreements can be made.
