The terms ( https://cryptocointalk.com/topic/3503-dogecryptotrollcom-rewards/ ) say that you are right..
Better odds than winning the lotery though .. but not by much

All joking aside..  Its actually not as improbable as it seems.   DOGE blocks are very rare, relative to other alts, because they have hundreds of thousands of coins each.   So its possible that you just have to get lucky once.   Its entirely possible that one of the spots can go to someone with just 1 block found.   If we get enough miners and MH/s quick enough to end the competition before dozens of blocks are found.

What happens if you reach 100 miners and 200 MH/s before there are 5 people with found blocks?

The remaining spot(s) will go to users that contributed the most hash rate up to that point.

We will be running a similar competition on all of them, so feel free to start getting your block finds early, they will all count in the end.   Just keep in mind that some of the pools were just opened and do not have many other miners.

so far bigb0096 is the first block finder and is at the number two spot for hashing power at about 10,700Kh/s.
