Hello!
yes 4GB RAM is indeed too small I think. Increase it to 16GB (if you can) to be comfortable, but maybe 8GB may suffice for 3 280x I don't know. Also, AMD Sempron 145's power consumption is lower.

Seriously? My cgminer is using 24mB of ram with ~800kh/s.

Yes you're right, I just checked and cgminer uses ~20mB for my single GPU. But I was just saying this because from what I've read here and there many people encounter problems with low RAM system (4GB or less), even with only one GPU.

AMD Sempron 145 Processor is way cheaper.
2GB Ram are sufficient if you're planning to run Linux.
I would recommend this Motherboard: ASRock 970 Extreme4
Btw you should get some extra cooling and risers. Risers are probably the most important thing.

I run the 970A with 5x 280x's from sapphire and 2x 750w Gold PSU's. Just get the cheapest CPU that has the same socket type as your MB. You definitely don't need 16gb of ram, I use 4gb. Everything looks good though. You'll need 3 16x-1x PCIe Risers though to keep them cool, you can use the 1x side in the 16x slots and it won't lower any performance
