If my understanding is correct, the sig revenue is highest (per post) for primedice and bit777, and so I am not surprised to see tons of people having the sig for the two gambling sites.
If you find a better sig offer, feel free to pm me, and I will change my sig after getting the payment


For the local time part, it seems many people here (including me) never adjust the time offset, and so it will show the forum time (UTC) as default.
