Hey you should write a pm to cyrus with the needed details like signned message and signature you used. If you did not receive the reply back for the week of time then you can write to the thomos mate. I hope you would follow rules of theymos to recover the account.
If you still did not get any reply from the admin. Then you could request the assistance from the moderators.

The banned account is in newbie rank, so I don't think that admins would even bother solving it, since it is a fairly new account

How did I encourage him to break forum rules? I've just asked him why didn't he just create a new account since the banned one was a newbie account. Also, I believe that everyone should know the reason behind their ban.

Are you sure with your suggestion mate? His account is banned, not hacked. Afaik you are suggesting a way how to recover a hacked/stolen account. Signing message cant remove ban IMO, the only thing he can do is just waiting (if it is not permaban). But it seems that it is permaban (as per other said above), so he cant do anything. PMing theymos, cyrus or moderators wont give anything.

What is done is done. Move forward and leave the past behind. From now on, you should read all the rules and try to avoid taking risks. You got a permanent ban because you, perhaps, have broken a non-negotiable rule. Added to that, your former account is still Newbie. No big deal. Cyrus must have not answered you because he did not see your message. Be patient. And if he did not respond, do not blame him and start afresh.

No, you have to leave the forum if it's a permaban.  You, the person.  This has already been stated in this thread, but you seem to have missed that part.

Having said that, I don't know what you were banned for, but my guess is probably copy/pasting because that's usually what these cases come down to.  Maybe a mod will stop by and confirm or deny this.  Either way, you're not allowed to create another account and you can only post on the one you made for the appeal and only for the appeal in Meta.

Permanent ban means that you are banned from bitcointalk as a person. If you will create another account and will start posting on bitcointalk, it will be ban evasion. That your account will be also banned. You aren't allowed to make new accounts. You still can read discussions here on forum as visitor, but you can't post. Bye.

I think,the only thing that you have to do is to follow their instruction through email them,then you need to wait for their reply. But,in my own opinion,you're account is permanently banned. It will be a big lesson to you,just follow the rules,avoid to make any suspicious as spam posts. Good luck to your new account!
