Initially, they chose Stellar as a platform, only after that they changed to Ethereum. As far as I know, Stellar is almost 100x faster than Ethereum, however not even close to 10 million TPS. Now, for Stellar, they said they will make some kind of a fork and then tweak it. I assume for Ethereum they will build their own blockchain, which will last a while. This will also involve swapping the ERC-20 tokens with their own tokens.

Where's the 30 million being used that was raised? Binance charges $1million, so why can't it be paid out of the funds raised from ICO?

Token sale has ended with the hard-cap is reached. For more information, you can visit their telegram, because of an unstable market at this time, so the team delay to release token for investors. I think this is a correct decision, the team still work very hard and communicate with the community regularly.
