I believe the best way to decide if the student deserves a scholarship be based on how  much effort and work they put into working towards that scholarship. I say this because this is a way to find the hard working students willing to do the work.

I think scholarships should be based on how well the student haS been doing on their GPA. I don’t think a student should be rewarded a scholarship based only on their ACT scores.

Complete agreement. Some students are not eligible for scholarships.  Sad

strongly agree with your opinion and also economic factors and talents can be made into consideration in determining these aspects

Yes, I totally agree. But we must also look from the economic side, do not get rich students get scholarships, while poor students do not.
