ATI HD 5870 graphics cards

The GPU is where it's at, as far as mining is concerned, and the 5870 is the best, as far as I am concerned, although others do disagree.

Build cheap machines, each with 2 5870 cards.

Besides the graphics card the only other thing that is important is cooling.... maybe consider putting your machines together without a case.

All my machine have cases..  I haven't got the balls to do as some have and have caseless rigs

So,
5870 gfx cards
the rest of the rig = cheap

You will probably be able to find cheaper than that, that's just an example of a 5870

yeah, as it's the processing power of the graphics card that counts, not the CPU, memory, M/B... etc

Why are you in such a rush to build a rig? Better to take a little time, do the research, and build a good, cost effective rig. Or don't build one at all. Do you realize that it will take a really long time to make back that $5K and get any profit? You may not see any profit at all. Do you really want to spend $5K just for the fun of it? Maybe I'm wrong, but it seems you haven't thought this through on your own, and you should do this first.

I'd say stick with 6990's.

They dont crash or overheat very often and they are uber fast!

At the current price, it could take years to even break even. Depending on the price of electricity in your area, you may very well lose money. If I were you, I'd do a lot more research. You'd likely be better off just buying some coins.
