Do I need to buy dummy plugs for my mining rig?
Can I plug my monitor into a gpu thats on a usb riser? my mobo doenst have any onboard gfx.

Yes, you'll need Dummy plugs if you plan not to connect a Monitor to your GPU.
And I don't think that you can do that with a USB riser, it will reduce your hashrate.

Not necessarily. There are registry keys that can get around this on some cards, and on other you don't need them at all.

What kind of cards? Please list brand/range/model etc and you can probably get specific help.

EDIT: And ofc you can plug in a monitor. You might see a thousandth of a percent loss on your hashrate, but it's nice to see what you're doing eh?

oh im doing it so i can install bamt or windows 7. How do you guys initially install the os on the system 0.0.
