This is the hot topic on reddit. The recent price raise in DOGE is becoz of this only.

If someone can take the trouble of the characteristics and maths of the coin including blocks per day, I can compile it and create the alt in a week or less.

The rest of the ecosystem would need contributions from others as well. We would need a mining pool, faucet, exchange integration, etc..

The main thing is to have a timelock white list added to it .  if that is solved it can be created specifically for india. otherwise its going to just another altcoin.

That is really tough to achieve. I brainstormed it for some time but there is no way I could find decentralized approach to restrict mining geographically. but in the process I realized true power of Bitcoin and can see the real innovation and technical genius behind Bitcoin protocol.
