It happens to all my GPUs on several rigs, there are rigs with the same config that dont have the problem. When the power level fluctuates so does my hashrate. I wonder what caused the fluctuation. Heard it could be the riser but could all of the risers fail at the same time?

I also tried with no OC at all, factory settings, all the same.

Did anyone have this problem?

Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

I use teamviewer, and this happens even when im not using it.

enable motherboard graphic card and see if the problem goes away

How much PSU wattage?

How its powering scheme from/to GPU?

the possibility is a problem powering in PSU

If you are using windows like me is the background processes kill some of them of don't run extra software. 
When I open some heavy wallet on my mining rig (running some nodes once in a while) I can see my hashrate drasticly decease by CPU load and even if I close them. So I just need to reboot my rig.Background proces can cause those problems(noticed many incorrect shares too),  try other OS or kill useless processes windows is easy but heavy, deal with it.
