Your age is not your problem. However you can prepare well for a marvelous coding future if you invest your effort, energy and time for coding foundations. Like mastering math that comes along with  coding. That'll be plenty to come i suppose in your high school books. If you can solve for example the basic math problem like that which is being used in bitcoin, like: y = mx + b, you will not just do will in coding or get a brighter years ahead with programming but you are sure to make a fortune as well.

Im mostly interested in machine learning, web development and making smart contracts what language should i learn? Im complete newbie and cant code at all
I've experienced it when I was 15 years old, I was very interested in the machine but on the one hand I really like the computer, I finally decided to take the machine majors

I think 13 is little early but its good to know basics early as possible ,

first learn about Basic Computer Fundamentals

then try to build small website
html,css,javascript

Python is best place to start
Blockly,ruby,c/++

The main problem is you don't just learn these things from the start. It's like somebody saying I'm interested in painting Impressionism like Monet, how can I learn to paint  Grin

Take it step by step, learn the underlying concepts of programming first.

Try "Swift Playgrounds" a programming game for iPad, or Lego Mindstorms. This will get your brain thinking like a programmer.

Another option is if you like games, try Unity3d and follow some of the tutorials. You can start with drag and drop to make a simple game, and then slowly start coding some small things.

First learn the programming and coding fundamentals. That would usually come packaged with Python which is an easy language to learn.

HTML/CSS, PHP, Javascript, etc you can try your hand at that stuff.

C#, like the others say.

Lastly, there's the Ada Programming Language used by the Department of Defense. Its a tricky one, but the DoD, and Ada, are going to be around for decades more. The DoD is in the habit of buying two-penny hammers for 700 dollars. So, if you want to chill at minimum effort, that's your go-to skill, if you can master it.

That apart, do understand that life is a complex matter that is more than the sum of subjects and codes. So, inculcate some humility, and an ever inquisitive nature together with the 'anxious to learn' temperament, and you'll surely go places that are max chill.

Well he seem a kid that will have a good future since he want to learn at that age, so.why not give some advice or title of some book tha cab he read.
