Yeah, if a person starts out by breaking the rules, you don't expect them to follow the rules in the future.

It would be nice to see more DT paint for obvious buying of merit.

This seems totally fraudulent but normally I would say send them a message first. Many don't read every line of the rules or forget them. So many 'accept's nowadays.
