It's possible to happen if significant price changes occur.

I don't see why would that affect minimum needed. At least I think it shouldn't.

Maybe if they wanted to make sure to reach cap and not be differed by fluctuations in the market. I mean they have the right to change that but doubt they will.

This is hard to predict because we do not know what the market situation will look like in future, in the end, the team decides if something will change if there are big changes in the market.
