Just heard the news of this today as well. But usually when a large exchange such as coinbase announces adoption of a coin it jumps much more then just 5-10%. So maybe there will be a delay in it and could be why people are not buying it up to increase the price further.
Will need to wait and see when they actually do have it listed on the their exchange with the usd pairs they announced it will be using.

This is so strange.. Coinbase lists xrp just before March when SBI platform goes live and fidelity.. though fidelity may not initially list xrp, it may start some sort of fire work in crypto world.. so Coinbase may lose out on trading fees, had they not listed it.. who knows where next.. 1 thing for sure, having big boys pants through last beat market may pay off in a big way down the line.. things are building up nicely for crypto as a whole but more so for xrp..
