No, the hard cap was approximate, because the ETH rate wasn’t stable. Do not worry, the ICO went perfectly.

oxcert protocol comes from slovenia country, indeed I very rarely find a project in this country. but this can be a good thing if a country that has not yet touched the cryptocurency civilization, begins to open itself to it

Not even close, I was involved in an ICO that lasted less than 4 minutes before all tokens were sold out - I can't remember which ICO but the speed of the sale has stuck in my mind.
