hmm before the new regulation, only sales was illegal.  So, it is one step advance.  And to answer your question directly, Japanese government respects human right very importantly, so always it is an issue to prohibit personal act or possession of something that does not affect anybody except his close surrounding is legal or not.  For example, possession of pornography is not prohibited in Japan - I believe.   Probably, I think, that is the reason Japanese government was hesitating ownership of child porn.  However, publication or sales of all porn is illegal in Japan.

I don't know about that. Speaking as both a consumer and producer of pornography, I think it is beautiful and good.

Actually, many religions don't have a problem with pornography.

I know Buddhism doesn't oppose pornography (except for monks who've taken a vow of chastity) and I don't think Shinto does either, but I'm not as familiar with Shinto. In any case, religious dogma should not serve as a basis for government policy.

I do not agree if prostitution in legalkan, prostitution that can be equated with the sale or rental of human. Try to think, if your mother was hired or bought by a depraved man, would you be willing?

There's nothing wrong with pornography if all parties are consensual. Just like prostitution, they help to suppress sexual crimes by providing an outlet.
