is it worth someone to pay $19 fee to get bitcoins instantly ?  instead of waiting 7-10 days ...

yes if you're buying 1000 btc, no if you're buying 1 btc.

it would be more helpful imho if you work it out in terms of % instead of $

There are many places where you can get btc in a matter of minutes to a few hours with very little fees.   The fees would be for transferring dollars there to buy the btc but not for buying the btc.
