This is an interesting offer but I don't have a solid experience in handling a Telegram group though I am so willing to learn. It's good to hire people na kasama mo sa bansa. Dahil mas maganda na madaling maipasa yung goal nyo sa isa't isa dahil na nga lang na iisa ang lenguahe na gamit, gusto kong mag act as bounty manager dito. Wala akong experience sa paghahandle pero may alam ako.

and asking for them what are the qualifications needed to be a manager, the admin said that if i will passed their qualification or whatsoever i will be part of the team and after that they gave me a form which is very suspicious because in the form they're asking for you to provide a picture holding your valid ID.

Well I just want to remind our fellow Filipinos about giving their Identity, if it was used in fraud they will be in danger.

Once again I didn't say that this is a scam or fake i just want to remind our fellow Filipinos about giving Identity to anyone in the internet.
