So I totally understand the why behind sending a small amount of btc to the address listed, but how does Bitcointalk know that it is me that has sent the amount? Do they use a different unique btc address for each IP that was listed as banned? Does Bitcointalk have some type of mechanism that matches your IP address to your bitcoin address?

I sent the small payment to their address and did not wait the 3 confirmations that my wallet stated. I immediately hit refresh, and boom the proxy ban was removed. As a newbie in this bitcoin world, I'm just curious about the mechanisms here.

A new address is generated per account. So another account which receives a proxy ban will never have that address which was sent to you. It's unique to the account.

It's not matched to IP address due to multiple people could be using the same IP address after all that's the reason why the account received a proxy ban in the first place, because it's a common IP that's previously visited this forum, and been banned etc.
