Lotteries for ICOs?

do you like the concept of lotteries for ICOs?i feel like it is a good concept.but the lucky ones get the chance.but the people who win lottery get a fair amount of personal cap.that  is a good thing for investors.but my fellow Ico investors saying lottery concept is a scam.it is just to make a fake hype.what is your idea of this?
