Where could I find a developer to discuss some changes I'm interested in making to bitcoin? If they are able to make the changes I'd be happy to pay.

I don't know I'd have to discuss it with someone first.

They are just slight changes. Or what I perceive to be slight. Simple mining so that all coins could be premined. And a transaction fee. Seems simple enough to me but I'm sure that it may be more difficult than I assume.
