This largely depend on the platform you intend to use. First, connect with an existing pool and learn how it works. Do not venture into it when you've not gotten the basic skills. Learn before you leap.

you can create an initial pool in Excel. When you understand for yourself what features you need, then you will be looking for a convenient platform

To create a mining pool for crypto coins, you need a technical knowledge and you need some hardware like VPS to set up a pool.
You should know how to use software such as WinSCP and Putty. Especially if you don't know how to use Linux, creating a pool can be very hard.

You just need to know the right technical knowledge about the pool creation and also you need to manage it at regular time intervals. You can better go and create an initial pool with the google spreadsheet at starting and once you gained enough knowledge about the mining pool you can go for any good platform which meets your expectations. Even I started creating a pool using a spreadsheet at first and then move to Whalesburg and Smartpool platform.
