The best time to buy is when the bottom will be reached , but it's almost impossible to determine this moment , so I think it's better to buy with a limit order placed for some % of total deposit . You can buy 30% now , and place buy orders on -10% lower price , then -10% again and again , etc. I don't think market will go much lower from current values , so I believe it's a good time to start altcoin purchase now .

$5000 seems to be the very bottom of 2017, I don't believe it could go lower than that, as it always quickly recovered after reaching this low. I'm curious to see the price in December though

At the moment the markets are almost impossible to predict. If you can get some inside information of when the whales are about to pump and dump then this is your best chance. Seemingly very positive news around coins don't appear to be having the effect they once did.
Saying that, obviously...the right time to buy is when things are trending upwards and hope you buy at the bottom of the curve. Right now..i would say...is not a great time to buy. Prices are very attractive though and we are still at an early adoption period of cryptocurrency in general. Don't expect to get rich overnight, be patient, and you can do well. Invest wisely.
