I am looking for a web developer to build a website for an ICO for a cryptocurrency project on mobile money in Africa for free for now.

Not against your initiative but I don't think you will find a web developer who would code an entire ICO website for free.Why would anyone do that unless they're part of your core team which again is not technically "free"? I don't think you should go ahead with the idea of creating an ICO when you can't afford to pay developers or anyone else in the team for  that matter.

If your search here is unfruitful, then i suggest you try on upwork (give it a search) and be as specific as you can with the specs, this will help your developer a lot and hopefully cut down on your costs in the end, assuming an hourly salary is agreed upon.

I have no doubt you can find someone with the necessary skills, only question is if you can afford it.

Not sure a stake/part in a company will get much interest, if even allowed.
