Hi,

I'm looking for a card I can apply for outside of Europe/US, that will accept me loading USD from Kraken or another exchange (suggestions welcomed). Leupay was an option for awhile but they don't allow USD for the moment.

Basically I want to be able to load a USD card from an exchange or some online platform, without having the need for a bank account. This card should be usable in most location atms/shops etc like a typical visa/mastercard.

I've been looking at many ways to do this but am unable to find a decent way to do so.

Please help, any suggestions welcomed

You could make a bitcoin transfer from the exchange to a bitcoin debit card or you could use Spectrocoin where you could deposit EUR or other currencies using bank account information IRC.

After the latest laws about money laundering etc. I lost track of services that allow non EUR/US citizens. Check UQUID, If that doesn't work, check this list.

BitPay allows non-European citizens if I am not wrong but you won't need to use an exchange. You just need to send the bitcoins there directly as said @OmegaStarScream
Another one you can take a look is Wirex but not sure if it allows every country
