What is the practical difference between "Reissuable" and "Not Reissuable" when issuing new tokens?

What is the practical difference between "Reissuable" and "Not Reissuable" when issuing new tokens?

Reissuable tokens in crypto language means tokens that can increased in supply by the issuer at later point while non reissuable tokens are tokens that cannot be increased in later point by the issuer. These features are always set in the smart contract terms.

In that case, no one would really want to buy tokens that are "reissuable", as the value could be diluted by future issuance of more tokens.  Is this correct?
