I Need A Simple Webpage Designer

So, I have a school project to create something showing off the main events of the Declaration of Independence. I need someone to help me out by designing the webpage to be user-friendly with 6 tabs to navigate. I'm going to use Notepad to present it (it's on a Flash Drive) so it may require several documents.
