Ive been to bitpay and searchengined and all was about how to enable your site to accept bitpay.
Instead of how to pay with bitpay accepting sites

Bitpay gives you an address to send to, that's it
To you it's just an address, you don't "use" bitpay

Bitpay is just a payment processor, like (I hate to even say it) PayPal. They don't run the site. Your situation is kind of like someone going to a website that sell something for credit card payment and then googling "Is Visa a scam?"

Before you make a payment, Bitpay give you an address. You just need to send your bitcoin to that address.
After that, the merchant will be notified and will receive wire transfer from Bitpay later on.

Ive been trying to find a way other than bitpay to pay them.

aparently i need to have some pin and email username to pay.How to use them? This is what I see here:  http://www.progressivebtcmining.com/purchase.php

You are right. That's confusing. But whatever that is, it's not from bitpay. Their label is misleading.
