The circumstances were different then. The market cap for BTC dropped from 300billion to 100billion in short amount of time. It was a dump that whales were waiting for a long time. Now the pumping hasn't  even begun so drop to 4k is just impossible.

We can not deny that this past few months bitcoin really faced the sudden drought in the market and even until now, although bitcoin is showing a good sign in the market we still can not put our confidence to hope that this will be the day of bitcoin. But all this thing couldn't give the possibility that bitcoin will drop into $4000 and even some expert do not have such kind of speculation.
