As best as I can tell using Google Translate, this doesn't seem to be about MetaCoin, specifically.  They seem to be using the term metacoin generally, referring to coins like MasterCoin and Counterparty

For the record, they don't require payment or bribing to vote.  This is just a sign up and vote system.  Don't confuse them with mintpal's antics...

We've already had a coin Get Listed with 100% free votes, that's why we always list one random coin that has 150 votes, 150 votes is not hard to get when you think about it.  Each user can vote once every 12 hours.  If your coin has a community that shouldn't take more than 3 days

What do you mean by that last sentence?
That there is a gpu miner for this coin or something else?
