Try to replace it with capacitors from broken or chargers or adaptors from laptop charger make sure same size and same color.
And I think your PSU is shorted you must trace first if what causes of burned capacitor but you can try to replace with other capacitors from a laptop charger(unused).

I don't have responsible for any damaged it can take you must hire real technician about this to fix your PSU.
You can also follow this troubleshooting guide from bitmain https://enforum.bitmain.com/bbs/topics/4242

You're better off moving this thread to the Mining Support or Altcoin Mining section for help with a PSU- this section is about services, but they're typically not mining-related here.

Do NOT replace the blown capacitors with random ones from a laptop charger. That can only cause more harm than good (to your PSU and possibly miner if it's hooked up to one). Following the troubleshooting guide won't do anything because you already know the cause of the PSU not working- you'll need to either replace the capacitors or buy a new PSU.

It has been a long time since this request, but I am facing a similar problem in this part and the transistor Q1  is missing and I do not know its number, I took a high resolution photo for you, I hope it can help. if anyone has the specifications of the  Q1 transistor or there is the same transistor with the same number on another part of the board guide me . If possible please send me  a high resolution image of the Q1  transistor area  that i can see the part number and solve my problem. Thanks
