2 GPU Setup on Xubunutu, 1 GPU normal clock, 2nd GPU on idle clock (300 mhz)

Hi there,

I have recently set up a new mining rig. Previously I was using a single 6870 for mining and have recently added another 7850. I am running my miner on Xubuntu and followed the guide by CryptoBadger. These are my specs

i7-2700K
8GB Ram
AMD Radeon 6870 (third party cooler)
Gigabyte Radeon 7850
Corsair TX650W

I was mining fine with the single card setup, getting 300 Kh/s from my 6870. I reinstalled the entire system when I added the second card. The system is able to detect both graphic cards. However, the second GPU (gpu 1) is always at idle clock speed, locked at 300 mhz and unchangeable from within cgminer (applying changes produce no effects). It didn't matter if it was the 6870 or the 7850 that was set as gpu 0 or 1, gpu 1 was always locked at 300 mhz. I may be adding a dummy plug to the second card soon. Would this solve my problem?
