I have never bet on horse racing but I heard that the net price is very high and only rich people can take part in such betting. Big gambling with high risks. As I heard horse betting needs good money because of the big gambling race. Horse racing is not for small gamblers. Its possible to win because as the OP stated, his friend has the database of past races and usually in horse racing, gamblers always look at the past pattern of the horse, like the speed, the distance, who is the jockey the time and his placing. If you have a record of all of this, you can go back and review it against the horse which he/she will go against. Yes its legal because the result is open to the public. Of course even if the tips are given, its up to you to make the bet or not. It's not 100% guarantee that you can always win, but at least if you have some "expert" tips that you can follow, chances are you are going to win.

I do believe that you would really have some edge if you do have that database because you can always base into those statistics then you can make your own analysis when it regards to potential horse to win compared on just randomly making bets.

I don't know will this work for us or not.But horse racing is one of the game where most people lose their wealth so if you want to go ith horse racing be ready for everything.And I don't understand what kind of tip you are giving,is that your friend is a bookie?

We have a local saying that if you really wanted your friend to lose all his money, then teach him horse racing. I myself loves to bet on horse racing so I know the risk involves and it takes hundred of hours to review each race and put up the winning horse, so its very difficult as well. I don't think a single bet can make you as a millionaire because the rewards also as normal in other betting,but it is more addictive once you get addicted then chance of being on roads are highly possible.
