Does this exist? Could this exist? Something like a bisq app? or maybe a mobile lightning app? Combination? Just hopes and thoughts. Break my heart or delight my day. Thank you.

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Yes, it's possible. There are already many decentralized wallets available (not all of them are available on the app stores). DeepOnion for example has a mobile app which is decentralized and runs over the tor network.

I couldn't find any p2p wallet app in google so I think there's no p2p wallet app for now.
Why honestly you wanted to use an p2p wallet?
Are you looking for a wallet that you can exchange your altcoin and bitcoin to other coins? Coinomi wallet that I know had an option to exchange it your coins to coins via shapeshift or changelly.
