How to become a bounty manager or translator?

Hello everybody! I would like to ask you what is the way to become bounty manager or translator? I have a lot of time and desire to do it. But i have no portfolio cause nobody wants to hire me without it. Coterie. Also its hard to find some campaign to manage it cause im Member with now experience. So i just want to read about your experience and how do you like it. Thank you!
