Yes, You should put the source of that information in your post to avoid plagiarism. One more thing you shouldn't rely on copy pasting as it is not good and you won't learn much/anything because you only copy and paste.

Actually, Yes, it is possible to pay a fee to unlock some account if it is a proxybanned. But it seems OP is just a copy and past poster, I do not think he could pay anything to unban his account.

It's proxybanned. Did you sign up via tor? You can either pay the fee to unlock it or just create a new account from a connection that isn't proxybanned.
