Summer temperatures should not effect your mining rigs that much... All effective cooling systems have one thing in comming: They are great at removing the hot air. Its not about adding cold air, its about removing the hot air.
So what you saying is basically if you not using your fridge during winter time to keep meat in "eatable condition", just using a cooling fan over it outside, you can do the same thing during summer time when its over 100F outside and your meat not going to be spoiled ?? bc you have a "effective cooling system" during winter time ?
Summer heat is the most problems of all the miners, Including hosting facilities ... If the ambient air temp is getting hotter, your mining rig is pulling more power, more stress on all your mining equipment, your hashrate can be lower if you can not keep your rig in the ambient " winter time temp"

The removed hot air need to be replaced with " fresh air " . There is a big different if that "fresh air" temp is 20F or over 100F
