I am not a player and do not know how casinos handle this, except the reports I receive from victims.
AML / KYC laws require to check the identity in case of deposits and withdrawals. Those casinos who selectively enforce KYC only in case of withdrawals to find a reason to not send money owed are obviously shady!

However, I wanted to know if you enforce permanent self-exclusion and not if you try to scam customers with KYC in case of withdrawals only. As you do not check accounts when depositing you obviously do not enforce the right of permanent self-exclusion!

a single operator asked for verification right after opening an account.
It is completely standard to ask for KYC before the 1st withdrawal and literally
every casino operates like this. If your claim would be true, even the most reputable
bookmakers would be shady, because they allow you to deposit and to place wagers
without verifying your account first.
