Who knows if there are any WORKING debit cards with an option to reload/withdraw fiat and exchange it to crypto within the system? Please advise.

I'm not sure but I believe Wirexapp allow that, or at least used to. Alternatively, could check the list[1].

I know team which have already launch beta - they going to add lots of payment systems - which I know you can download the mobile card and pay via phone... some of payment systems give opportunity to have card with withdrow

Yes, that is possible with Wirex.
You can exchange the Bitcoin from your account to Euro, GBP or US dollar. Then the funds are also available on your debit card you can use with Wirex. But you can also convert fiat back to crypto but that is not actualy convenient because you lose on double exchange.
I don't know that this is possible with any other cryptocurrencies debit card.

There are many crypto debit cards are available in the market. If you want to find the good debit cards services means you need to use the Wirex, Bitpay and Spectrocoin. I am not sure how many company providing world wide services.
If you see the best service anyone above these about card company you may use one among them.

If your countries lies outside EURO zone and USA than chance of getting working bitcoin debit card right now is almost zero. Even if you will find one than you might end up paying very high fee on crypto deposit and ordering card.

Wagecan promotes themselves as only bitcoin debit card who can deliver card worldwide but many complain about their slow support system and long time for deposit to get credited in card as well as very low exchange rate they offer. But looks like they are not offering any cards these days and transform themselves as Blockchain Assets Wage and Payroll Solution  

Most of the other card providers are still delivering card to European customers and bitpay offers their card to only US customers.
