It means, the IPs accessing those websites, are most likely from Russia (unless they are using proxy). Those people may NOT be russian, but they are physically located in Russia.

I hear drugs are banned in the US. Why then do Americans consume so much narcotics?
Banned does not mean that people will just stop using it. It means that if you get on the radar of the authorities they may take action against you. But for the most part no one gives a crap what you do in your own home.

btc is not banned in Russia, just companies are not allowed to receive btc payment for goods/services.

So generally they can buy bitcoins over internet, but they can't fiat them .. ? But I heard that is not allowed in russia to keep your saving in Bitcoin - so that would say that it is more than only ""not allowed to receive btc payment for goods/services."
