There are a lots of them some gone and some are just inactive maybe they lacks the ingredient called incentive movement so I started one too with incentive token called Bilibit. Link is on my signature.

Mahirap kasi ang Pinoy pag-isahin mas maige na yung mga malilit na mga groups lalo na sa Facebook. Kadalasan kasi pag malaki ang isang grupo mas madaling magkaroon ng mga hidwaan at di pagkakaunawaan...though of course there can be exemptions to this rule. Sa ngayon walang malaking forum na gawang Pinoy ng nangingibabaw though am looking for that too as it can help us Filipinos to have one voice in the trending cryptocurrency movement.

I think there are, a friend of mine have a group chat, it is his friends within our province that is engaged in bitcoin, they all talk about bounties and legit bounty managers, etc.

Some of Filipino also do not always or not active at telegram so there's a possible that the group chat on telegram can be lost and can be inactive.

There are some telegram group that I saw but because of inactive, they decide to erase it.

I really don't suggest joining Telegram groups as chances are, they can highly be filled with spam. If you want a no-spam group and if anonymity isn't an issue for you, I suggest joining the 'Cryptocurrency Philippines'[1] Facebook group.
