They didn't do it that way before, bounties were paid out much sooner but then after the coins were paid out the the bounty hunters they would dump the coins en masse which would mean that the prices of the coins suffered for it. Of course it's all about the investor to funds the project, if the project is not reach softcap the ICO means failed and bounty will be canceled too. That's why it's more safety if you join a bounty that already reached the softcap. About the distribution, it's always like that, it takes minimum 1 month or even more.

The First priority of the dev's of the icos project is pay the investors before distribute the rewards stakes of the participants it's normal we need to be patience to get the bounty reward payment
